As a member of the Founders Cabinet, you are required to represent the Habbo Intelligence Agency in the best light possible. You should also oversee operations taking place in your area of expertise. There are a few rules you must follow as a FC member.
You MUST not be inactive for 5 or more days without the LOA badge
You MUST act professionally and set a good example to lower ranks.
You MUST not abuse your power as such a high rank.
You MUST monitor the section of HIA that you have been assigned to.
You MUST mentor your specified members of the Leadership Division on a monthly basis.
Gather reports from your leaders and add your own section for a monthly report.
As a member of the Founders Cabinet, you will each be in charge of 1 or 2 members from the Leadership Division. It is your job to complete and submit 4 reports during the year on the last Saturday of each month to a member of the Ownership Division. You may not complete 4 consecutive reports - please attempt to spread them out.You must ensure that all of your designated leaders submit their part of the reports whenever applicable. If they fail to submit, this must be included inthe final report that is to be submitted to the Ownership Division.
Reports must contain:
The duties that have been carried out by each Leader throughout that month.
One section on any topic from each Leader. The topic MUST be related to their Division.
One section on your own topic for that month. Again, MUST be related to your position.
Any issues that have arisen that month that requires specific attention.
Reports must be submitted to the forum on the last day of the month.
Failure to submit a monthly report will result in a disciplinary action and possible demotion depending on the severity of the situation.
You are expected to put maximum effort into the reports you choose to submit. This means - following proper Elective Report format.
If you are found turning in “lazy” reports that lack effort, content, or substance - you will risk receiving a disciplinary action for failure to complete elective duties. This does not mean overdoing your report - however - please put some effort into what you submit. Your report is a reflection of how you want yourself to be portrayed - if you want to come across as lazy - that is your decision. However, know there will be consequences.
For the Secretary of SU, reports should contain a section on each Special Unit’s duties carried out, issues and suggestions each month, as well as any upcoming events or announcements from each SU.

As the Trial Founder Cabinet, your primary focus will be gathering information on Training/Promo/Tours. You will provide the Statistic for portal stats. You are to work on ways to encourage more trainers to take their trainees to the SLT desk to receive a proper tour around base.
Secretary of Special Units
As the Secretary of the Special Units, it is your job to gather reports and feedbacks from each Special Unit (HIA Football, Habbo Event Team, External Relations, Training Supervisors, Community Support Team, Transfer Unit, Legal Affairs, and Awarding Committee).
You should also report back to the Director General - Speaker and keep them up to date with SU activities. You must make sure all SUs are active. You should also act as the voice of SU to the Executive Committee. You are required to help SU’s in any way you can. You will actively be a part of each SU and keep the SU’s individual confidentiality.
All SU’sshould report to you if they would like anything incorporated within their respective units and you must provide feedback within your reports each month.
You should monitor all the happenings in each SU (You will be granted permission to be in each SU's Main chat)
You MUST work in collaboration with the SU Overseer to collect and report on feedback on Special Units, take action on inactivities within SUs if necessary, and any other duties the SU Overseer wishes to award.
You MUST attend as many meetings as you can for each Special Unit and provide a report
Each Special Unit should keep the Secretary of SU informed of any changes, issues and suggestions within their departments each month, so that they can be included in the monthly reports.
Secretary of Media
As the Secretary of Media you have one of the most important roles in the HIA community. You will be representing HIA to the outside world, not only on Habbo but on social media and fan sites. You will look into the announcements made on Twitter, Slack, Facebook and all the social media outlets. You are to announce any new updates on these places tagging HIA.
You are to work together with the Leader of Office of Administration to ensure that the voices of the people within HIA are heard. Promote our social media within the HQ and always keep HIA active and running on social media. You should also work on organising events or competitions through social media for HIA. Any of these plans should be drawn up and included in monthly reports. You should also work closely with the Director General - External Intelligence. Duties:
Help to manage and monitor all of HIA' s social media outlets.
Work with the Leader of OOA to ensure that their voices and opinions are heard.
Try to organise events and competitions on HIA social media, and include future plans in your reports.
Report back on the current level of social media activity, suggestions on how to improve it, and plans for any events or competitions through social media.
Secretary of Intelligence
As the Secretary of Intelligence you shall be charged with looking out for HIA at all costs. You are responsible for monitoring the behaviour of the people in HQ and also looking for possible threats. Any trolls or potential threats are to be noted and a report has to be made with authentic proofs to account for the same.
You should work closely with the Leader of High Management and the Leader of Senior Management to see if anyone within HIA is planning to troll or in any way harm the Agency. Any issues or suggestions you may have should also be discussed closely with the Director General - External Intelligence.
Monitor all agencies on Habbo and personnel working or visiting the HQ and scout out future trolls to the HIA community. Any threats made to HIA or its Allies must be identified straight away to an owner and dealt with.
Work closely with the Leader of High Management and the Leader of Senior Management on issues and potential problems within HIA.
Report back on any potential trolls working within or visiting the HQ. Any raiding plans are to be scouted and reported to the higher authorities.
Secretary of Communications
As the Secretary of Communications you are to make sure that there is no lack of communication of any matter within the HIA Community. You will be the voice of the important areas within the Agency. Those joining as Recruits, Trainers and becoming High Ranks.
You are to work closely with the Agent Representative, Leader of Training and Leader of High Rank. You should listen to their concerns and suggestions to ensure that everyone's opinions are heard and are included in your reports. You should work closely with the Director General - Strategy Analyst to ensure that important suggestions from these important areas are listened to.
Monitor the HIA related chats in HQ as well as on Slack and Forum.
Monitor that there are no communication issues between the people at HIA.
Work closely with the Leader of Professional Staff to gather suggestions.
Report back on any issues or suggestions within any communication department, and also within the agent, training and high rank divisions of the agency.
Secretary of Defense
As the Secretary of Defense, you are expected to be at HIA’s side at all costs. You will be asked to monitor the behaviour of other agencies and scout out for agencies which could be a potential threat to HIA. You must provide a detailed explanation of what the problem is and a solution on how we can prevent them attacking HIA in any shape or form in the future. You must also monitor alliances and scout out agencies allied with HIA that are in breach of the National Punishment. Any identified breaches must be reported to 1iC+ as soon as possible to prevent further breaches.
You should also monitor ways in which we can improve our security systems within HIA. Work closely with the Leader of Security, including all findings in your monthly reports. Any issues should also be reported to the Director General - Strategy Analyst.
Monitor all agencies on Habbo and scout for future threats to the HIA community. Any threats made to HIA or its Allies must be identified immediately to an owner and dealt with.
Monitor ways in which the security systems within HIA can be improved to make HIA a more secure environment.
Report back on any security issues within the agency, as well as ideas and suggestions on ways we can improve our security systems.
Secretary of Education
As the Secretary of Education you will work alongside the Chief of Staff Team to monitor trainings and come up with suggestions and ideas for improving trainings.
You will specifically be working with the Leaders of Agent, Security, Training, and High Rank to take feedback on training sessions, training rooms, etc.
Monitor all training scripts, trainings (when available) and take note of improvements needed to be made
Provide assistance to the Training Supervisors unit if necessary - will be given access to main TS chat
Provide changes/suggestions to trainings, training rooms, training scripts, and other items to the Chief of Staff team
Ensure members are reading the appropriate guides when promoted to new divisions/advertise guides.
Work closely with the Leaders of Agent, Security, Training and High Rank to gather ideas and suggestions.

Secretary of Justice
As the Secretary of Justice, you will be responsible for handling court cases, ensuring that the Legal Affairs Unit does their job and making sure that there are no unfair demotions or dismissals of any staff members. You must also work with staff to handle any problems that may occur between members within the agency. You should work closely with Legal Affairs and report any issues or suggestions to the Director General - Rules and Enforcement. You should review and keep track of the Code of Conduct, as well as suggest any improvements that can be made to any of HIA’s rules, or how HIA should deal with issues.
Finally you should work closely with the Leader of Government to gather ideas and suggestions from their division.
Monitor all activities within the Legal Affairs Unit and lend a helping hand at all times.
Provide a full report of any cases within the LA Court including names of all participants, summary of case and outcome.
Monitor and review the current Code of Conduct - report changes/suggestions to the Chief of Staff Team.
Work closely with the Leader of Government to gather ideas and suggestions.
Report back on all LA Court cases.
Report any new proposals for the Code of Conduct, or any of HIA’s Justice Systems.

Secretary of Human Services
As the Secretary of Human Services you are required to stay on top of monitoring employee morale in the agency. You should be surveying and monitoring members to find out ways to improve the quality of work.
You should work closely with the Community Support Team to gather inputs and feedbacks regarding employee morale, feelings about the work environment, and ways to improve.
You should also work closely with the Leader of Senior Leadership Team to ensure that the voices are heard from members of staff within this division - who also works closely with Agents. Any issues about your duties and responsibilities should be reported to the Director General - Strategy Analyst.
Monitor all activities within the Community Support Team and lend a helping hand.
Provide a full report of happenings within Internal Services and Newscast in their 4 yearly reports. (You are granted permission to be in CST main chats)
Work on improving HIA employee morale - by conducting polls/surveys on how workers in HIA view their job and their worth and acting on the results.
Work closely with the Leader of Senior Leadership Team to gather ideas and suggestions.
Report back on employee morale surveys and ways you addressed this.
Include any suggestions or issues with the Community Support Team.
Report all happenings within Internal Services and Newscast.
Gather feedback and suggestions from the Leader of Senior Leadership Team and include them within your report.
Secretary of State
As the Secretary of State, it is your job to visit the agency's allies on a regular basis. You can gather feedback and ideas from each ally, as well as work closely with the HIA Events Team to help organise events between our alliances.
You should also report back to the Director General - Speaker each month and inform them of any major changes within each alliance. This is so that the Speaker can announce any important changes and keep up to date with each and every ally. Work closely with the Leader of Diplomatic to gather ideas and suggestions from their division, as well as getting them to maintain a close relationship with allies. Include the ideas and suggestions within your monthly reports.
You MUST visit each allied agency on a regular basis.
Gather feedback and ideas from each ally on a monthly basis.
Work closely with the Habbo Events Team and External Relations to help organise alliance events.
Work closely with the Leader of Diplomatic.
Your section within each monthly report should be an update from each alliance, which may include an events schedule for the upcoming month from each ally.
Secretary of Affairs
As the Secretary of Affairs, you must make sure that everyone has signed up to HIA’s Portal and Forum and make sure that forum activity is adequate. You should finally monitor the number of promotions and training sessions held by staff members within the Agency. You should come up with new ideas and suggestions on how to encourage staff members to promote and train more.
You should also work closely with the Leader of External and Internal Affairs each month to help gather ideas and suggestions from their respective divisions. The findings should then be included in your monthly reports. Any major issues and concerns can also be voiced to the Director General - Strategy Analyst.
You MUST monitor HIA’s Forum and Portal activity on a monthly basis and suggest changes or improvements in these areas.
Monitor the number of promotions and training sessions held each month and suggest ways to encourage staff to do more.
Work closely with the Leader of External and Internal Affairs to gather ideas and suggestions.
You should report back on ideas and suggestions on ways to improve how the Agency uses the Portal and Forum each month.
Also report on ways we can encourage staff members to train and promote more.
Home Secretary & Assistant Home Secretary
As the Home and Assistant Home Secretaries, it is your main duty to act as an overseer for the whole of the Founders Cabinet. You must ensure that everyone within your division is completing their monthly reports on time, and if any FC members have any issues, ideas or suggestions, you should listen to them and highlight them in your monthly reports. As the overseers of the Founders Cabinet, you should hold meetings with the FC Division to ensure that the team morale is good and collaboration is followed throughout the division.
You should also work closely with the Leader of Mod of HQ to gather ideas and suggestions from their respective divisions each month.
Oversee operations and reports for the Founders Cabinet Division.
Hold meetings each month with the division to ensure good moral and collaboration, as well as gathering suggestions.
Work closely with the Leader of HQ Supervision.
Your reports should include any suggestions raised during the Founders Cabinet meetings, as well as any issues occurring within the division.
1iC Ownership Division Report Overseers
As a Founder’s Cabinet member, you are assigned to a 1iC Ownership member to oversee reports. You are responsible for reporting any changes to them. It is highly recommended you establish a strong line of communication with your designated Ownership member.
Requirements as a Founders Cabinet Member: Founders Cabinet members must earn a minimum amount of points monthly by fulfilling the following tasks:
To fulfill the tasks including the report, they are required to earn at least 20 points each month.
This is only excused by an LOA. If one is unable to complete these requirements, they must reach out to the Foundation Representatives or the Directorate in-charge. Moreover, taking LOA during the month does not guarantee they will be excused from meeting the Points.
Failure to obtain the set points will be STRIKED. To remove a strike, they are required to complete the elective duties for 2 months consecutively.
Bi Weekly Discussion
The Bi Weekly Discussion is optional. They are allowed to complete 2 requirements of quota IF they participate at least 1 of the Bi Weekly Discussion.
1iC Team will be tasked with hosting bi weekly discussions within the lower elective ranks (2iC-5iC) and non-electives.
The Elective Quota will be tracked from the 1st of the month up until the last day of the month at 11:59PM UK Time. They are required to meet a set Quota to help track their activity or lack thereof around base.
FC are encourage to complete all of the requirements that apply to them, however, it is mandatory to complete 3/6 of the requirements prior to the month ending.
In the month of December, FC members only need to satisfy 2 quotas. The quotas are as following:
* Founders Cabinet are allowed to double up item (excluding Trial rank).
They are not allowed to complete any of these duties while they're on LOA. If they are caught doing items such as badge removals, etc. They risk being marked inactive.
Monthly Report (TRIAL)
Founders Cabinet are required to submit monthly report. They have until LAST DAY of the month to submit the report on forum (strictly before the new month).
Taking LOA during the reporting month does not mean you are excused from submitting the report. Moreover, taking LOA during the month does not guarantee you will be excused from meeting the Points. If for any reason you are unable to complete the elective duties above for the month it is imperative that you reach out to any of the Representatives ASAP, if they are unable to be reached please reach out to the Directorates or the Founding Director.
Failure to obtain the set points will be STRIKED. To remove the strike, you are required to complete the elective duties (20 points) for 2 months consecutively.

Rules to Follow as an Elective As an elective, you will be responsible for following all the rules - including elective rules - within the Code of Conduct. Ignorance is not an acceptable excuse for the infraction of rules as an elective.
The following rules must be followed at all times:
Having a way of verifying your online presence as base, which shall include, but is not limited to portal logs and Slack activity. Time since last login is not recognized as being present at base. Without logs, or any other kind of proof that you've been online, and/or been in base, you will be in danger of being demoted. If there are times where you do not have the opportunity to be sufficient time online, you should apply for a LOA.
Be professional in both clothing, and the way you act.
Monthly reports are required from every elective (excluding Ownership).
At no time is your PS to do your work without you participating and or assisting in completing said task.
You must treat all staff (including standard ranks) with the utmost respect.
As an Elective, you are a role model for all HIA employees, so it is extremely important that you still FTF, FTS, etc. and directly communicate with lower ranks while in base
Monitor the section of HIA you have been assigned to and act as a mentor if required.
Follow all rules HIA obliges you to follow (Code of Conduct, etc).
Keep friend requests turned on in order to be able to be reached by everyone.
